League general manager Dale Norman said the plan was to play upcoming round 10 games this weekend.
“At this stage, we are preparing to play our matches in NSW,” Norman said on Sunday.
“But if the restrictions on crowds don't change then we will have no other option than to postpone matches again.
“No crowds means no matches.”
In a major boost to the league's chances of playing this weekend, the NSW Government announced changes to the border communities on Monday morning.
From 12pm Monday, June 7, Victorian residents who reside within the border region map are exempt from the stay-at-home rules while they visit NSW.
However, two rules apply to Victorian residents in order to enter the northern state.
Victorian residents must not have left the border region in the previous 14 days and they cannot travel anywhere in NSW other than the border region.
Residents in the border region do not need to fill out a NSW entry declaration form.

Norman said no plans had been made on when the postponed rounds (eight and nine) would be rescheduled.
“It is still very much up in the air,” Norman said.
“We can push them to the bye or split rounds or we could go down the option of a 16-round season and redraw the fixture.
“We are still working through that, we will look to make an update this week.”
