Bowling spearhead Trower, from Waaia, bagged 15 wickets at an average of 12.33 across the nine games — the second most for the Vics and fourth most for the carnival.
Kyabram’s Mueller won the Fieldman Of The Carnival Award for the second year running.
Donning the Big V for the first time, Trower was also named in the All Australian side at the conclusion of the carnival.
Mueller accumulated 116 runs for the carnival, with a half century his highest score, at an average of 29, while Cricket Shepparton’s other representative, Tyler Larkin, made a total of 70 runs at an average of 12.5 with 21 his best score.
The Vics won their last three games against Queensland, NSW and Western Australia to clinch the premiership in decisive style.
In Wednesday’s game against Queensland the Vics made 223 and then dismissed the northerners for 95.
Mueller made 50 with two fours and three sixes, Larkin 12 and Trower 13.
Trower then took 3-13 off 10 overs to help decimate the Queensland batting line-up in 32.2 overs for 95.
In Thursday’s clash with NSW the Vics chased down the Two Blues’ healthy score of 226 to win by a run with one ball to spare.
Mueller hit the winning run and Trower took 2-41 off seven overs.
Promoted to opener Larkin made 6.
In Friday’s clash with Western Australia, the Vics scored 203 with Mueller unbeaten on 28 off 19 deliveries with two sixes in his team’s score of 203.
The Vics then bowled Western Australia out for 65 in 26.4 overs with Trower taking 2-14 off seven overs.
The only losses the Vics suffered in nine games were to South Australia in the opening round one-day game and to Tasmania in a Twenty20 clash.
But they levelled the ledger with these two sides in their other games against them.
