Winter-Irving battled hard with the ball and finished with 1-46 from 10 overs.
During Footscray's run chase, Sartori matched Billington's heroics with a sublime 79-run stand.
The opener whacked nine boundaries in his 106-ball knock.
And despite a late flurry from Winter-Irving (11 not out), Footscray fell agonisingly short of victory — finishing its innings 7-258.
Geelong's contingent of Shepparton exports faced a stirring test against Fitzroy-Doncaster and Australian cricket star Glenn Maxwell.
