The track has sat dormant for the past four months and has not held a race meeting since mid-July.
Seymour has faced multiple delays to its meetings and recently shifted its feature event of the year — the Seymour Cup — to Kilmore last month.
The delays and transfer of meetings have arisen as the surface continues to consolidate after resurfacing was undertaken late last year.
When the announcement came in October that Seymour had transferred its cup meeting, Racing Victoria and the Seymour board were in discussions about the surface's future.
Club chief executive Penny Reeve confirmed the discussions were still ongoing and that a decision on when racing could resume would be made in the coming weeks.
“At the moment we are waiting to see what Racing Victoria decides is the best way forward,” Reeve said.
“The discussions are ongoing, and we are hoping to hear back in the next couple of weeks.
“It's been an incredibly difficult year, there is no doubt about that.
“It certainly isn't great when you can't race and host your feature race of the year. It has been hard on everyone involved at the club.”
The condition of Seymour's track has been an ongoing saga since the track was fully renovated and widened in October 2015.
Over the past five years, Seymour has endured multiple months of no action at its track and hosted one meeting from December 2017 to November 2018.
And following last year's kikuyu grass adjustment, racing returned after a six-month break, only to be plunged back into the wilderness in July.
Seymour has an upcoming race meeting pencilled in for December 10, followed by two in January.
