Kerr failed to score but she did not need too as the Women's Super League champions brushed aside the injury-hit cup holders.
In the final Chelsea will play Arsenal, which would mean a reunion for Kerr with Matildas Caitlin Foord, Steph Catley and Lydia Williams, or Brighton & Hove Albion. That tie is later Sunday.
Kerr had a game to forget when she made her Wembley debut in August 2020, missing a string of chances in the FA Women's Community Shield final.Â
However, she has since shown the same lethal finishing she demonstrated in Australian and American club football, and in the green-and-gold, and will relish a return in a final put back from May due to the pandemic
City have suffered a crippling injury list and had to field two midfielders in their back four and their third-choice goalkeeper. Exacerbating the crisis City were unable to play Australian international defender Alanna Kennedy, as she was ineligible having previously played for Tottenham in the competition.
However, they do have options in attack and Australia's Matilda Hayley Raso was left on the bench.
Chelsea dominated from the start and took firm command with two goals in five minutes midway through the first-half from Scotland's Erin Cuthbert, and Germany's Melanie Leupolz, both of which should have been saved by City 'keeper Karima Taieb.
Kerr made way for Beth England shortly before the hour and the England striker wrapped up victory with a goal that concluded City's biggest home defeat since 2014.
