Mr MacKenzie, who had restricted mobility, left the Cricketers Arms Hotel in Mooroopna at 12.30 am on December 24, and was spotted on CCTV walking along the Midland Hwy to the Mooroopna Bakery.
From there, police say he vanished.
Shepparton Criminal Investigation Unit Detective Sergeant Jason Williams said police had no record of his movements after 12.40 am outside the bakery, and renewed police pleas for information or dash-cam footage.
He said if Mr MacKenzie had continued along the Midland Hwy he would have been filmed by another CCTV camera, and those on the other side of the road would also have seen him.
“From that period on from an extensive canvas of CCTV in Mooroopna, we can't find him outside the hotel and wandering slightly back towards Shepparton,” he said.
“We are at a loss as to how he's made it from where he is at the hotel to where he's found, but he's not seen anywhere on foot in CCTV.”
Mr MacKenzie had a medical condition that severely limited his movement, meaning there was "no way" he could have walked to where he was found at the corner of Toolamba Rd and Lenne St.
“To all those who knew him, it would be an impossible feat,” Det Sgt Williams said.
He said Mr MacKenzie had taken a taxi 300 metres to the pub earlier on December 23.
Det Sgt Williams said police could not determine whether Mr MacKenzie's death was suspicious without knowing how he arrived at Lenne St.
“There were no obvious signs of trauma or serious injury which would lead us to immediately suspect a suspicious death,” he said.
“How he got there is pivotal in determining if we're looking at a suspicious death or a death by accident or misadventure.”
Det Sgt Williams said police were renewing their plea for anyone with dash-cam footage or who had been in Mooroopna on the night of December 23 and 24 or had seen Mr MacKenzie during daylight hours on the 24th to come forward.
“It was a very busy night that night,” he said.
“There are a lot of people out and about and there's a lot of cars in the street. Someone's going to have seen this person crossing the road if he's gone that way.
“As it stands, without the assistance of the public, someone who's seen him or someone who's helped him to where he was found, [finding out what happened] is proving very difficult.”
