A new structure plan will be developed for Shepparton’s north, including the commercial areas that have been subject to a long-running battle over development of a new supermarket and shopping complex.
Expansion of the existing IGA supermarket and an independent development proposed for land on the eastern side of Numurkah Rd, Shepparton, near Ford Rd, have been on the drawing board for years but neither project has proceeded.

If one or the other was built, the cap for retail space under the City of Greater Shepparton’s Commercial Activity Centres Strategy would be reached, ruling out any further development.
In announcing the development of a new structure plan to guide development in the area, council said significant growth in the population of Shepparton North has prompted the initiative.
The Shepparton North Activity Centre comprises land between Ford Rd and Hawkins St, on the eastern side of Numurkah Rd.
The structure plan will guide the future development retail and commercial premises while also considering residential interface areas, including the recently-constructed The Vines residential estate, the Shepparton Sports City and the Shepparton Sports and Events Centre.
Mesh Liveable Urban Communities Pty Ltd will prepare a structure plan and council is seeking community feedback on the issues and opportunities facing the area.
City of Greater Shepparton Mayor Kim O’Keeffe said the structure plan would guide the long-term commercial and retail development to serve the growing population of Shepparton North.
“Before preparing the structure plan we need to map out the issues and opportunities for growth in the form of an emerging options paper,” she said.
“We are encouraging all residents and business owners to get involved in the development of this exciting opportunity.”
The final plan, due for delivery in early 2023 could also resolve the impasse over a second supermarket or retail complex in Shepparton North.
