Rowe’s initial campaign in charge was snubbed last year due to the Picola District Football League's cancellation.
Luke Congram is also returning as assistant senior coach and last played for Yarrawonga reserves in 2019.
The Bloods’ playing coach said there was a silver lining, however, with the extended off-season allowing the club to recruit more heavily for 2021.
‘‘It was disappointing when our season was cancelled, especially with how our pre-season training was shaping up,’’ Rowe said.
‘‘We expected to retain everyone and have added Drew Haebich from Stanhope.
‘‘Haebich kicked 40 goals in 2019; he’s a tough bloke and will bring a lot of experience to the side.”
Rowe will add a wealth of experience for Tocumwal, last playing for Tungamah in Murray Football League in 2019, where he helped his team reach the first round of the finals.
The Bloods had a horror year in 2019, failing to win a game and finishing on the bottom of the ladder.
