Member for Northern Victoria Wendy Lovell remains a leader in the upper house while Nationals deputy and Member for Euroa Steph Ryan will have responsibility for the portfolios of water, public transport and gaming and liquor regulation.

Nationals leader Peter Walsh retains regional Victoria, agriculture and Aboriginal affairs.

Mr Guy sought to shoot down suggestions the shadow cabinet hadn't been picked on merit and instead favoured those who supported his successful challenge for the leadership.

“I've seen a bit of commentary. It's entirely based on merit, as you'd expect it to be. There's people in the right jobs,” he said.

“We've got a number of people in regional Victoria, a number of people being promoted.”
