The council was issued with three clean-up notices by the EPA last year after it was discovered that soil at the Rowe St basin contained asbestos. Furthermore, the EPA said some of the soil was moved from transfer stations in Tungamah and Strathmerton.
EPA acting north-east regional manager Kyra-Jane Huhn said the contaminated soil was disposed of at a licensed facility.
“With the removal of the soil complete, the council is also required to provide an independently verified Environmental Site Assessment by 31 March 2021 and manage any risks on the site,” she said.
“The assessment is likely to include sampling of soil, groundwater and surface water to ensure the clean-up has been sufficient for the protection of the environment and the community.
“EPA will continue its work to ensure the duty holders comply with Victorian regulations in any future transportation and disposal of waste from the sites.”
The EPA received the tip-off from a pollution report submitted by members of the community.
