Robert Brinkkotter, 31, pleaded guilty in Shepparton Magistrates’ Court on Friday to driving 69km/h in a 50km/h zone along Northgate St in Mooroopna on February 21 this year.
The court heard Brinkkotter was intercepted by police at 9.45 pm along Echuca Rd where he produced a learners driver permit.
The court heard he was driving alone at the time.
Police conducted an oral fluid test on Brinkkotter, which later tested positive for an illicit drug.
Brinkkotter was arrested and interviewed by police where he acknowledged his actions were "unacceptable".
“I have no reason ... at the moment my partner can't drive ... there is no reason I was just in a rush to get home,” he said in his statement to police.
The court heard Brinkkotter, who worked as a sub-contractor, had previously been placed on a community corrections order back in 2015 for similar offending.
“His prior history is significant for someone of his age, but he has taken some positive steps with a break in offending,” police lawyer Molly Wooderson said.
Brinkkotter told the court on Friday he had an issue with ice in the past, however, he was not using it anymore.
He told Magistrate Mary-Anne MacCallum he had played a winning game of football on the day of the incident and he had a "little slip up".
“It is something that doesn't happen recurringly,” Brinkkotter said.
“I am not using ice anymore it was just a fit in thing at the time.”
Ms MacCallum warned Brinkkotter he could have killed someone because of his actions, and therefore should pay a "significant" fine.
She accepted Brinkkotter's plea of guilty, which she said was evidence of remorse, along with his admissions, which she said showed he had managed to rehabilitate himself.
“This is extremely dangerous and it does call for a penalty,” Ms MacCallum said.
“The choice I don’t understand is that things are going well so you take ice, have a party and then end up back before a Magistrate - it's that thinking that you have to look at.”
Brinkkotter was convicted and placed on a 12 month good behaviour bond with conditions to attend drug and alcohol counselling and attend a trauma awareness seminar.
He was also fined $800 for failing an oral fluid test.
