Workers are in such short supply for industries such as hospitality that free training is being offered by agencies to generate new staff.
Many other employers require casual or contract labour.
Ms Hulm said there were opportunities, particularly for students heading to university next year, to pick up valuable skills and experience.
“If you are not registered with a job agency you need to get registered,” she said.
“They all have a shortage on their books, we need our young people to come forward and step up for us.”
GROW Greater Shepparton was established to help connect employers to local workers and help businesses, and the regional economy, to expand.
Ms Hulm said there were job positions across every sector, from executive positions to unskilled workers, that needed to be filled.
“Industries are prepared to train, so there are good opportunities — we need everybody on deck,” she said.
“Australia is known for its high-quality food production, and it’s our goal to expand and service markets with food processed by SPC.
“Skilled labour and regional prosperity is a key component to create a sustainable future for Australian food manufacturing while promoting local economic development so that Australia can stand on its own two feet.”
