The report will include all departments, programs, projects and in-kind allocations.
Cr Spinks told the April meeting that with report on free timed parking due soon, councillors shouldn’t be making decisions in isolation.
She said it wasn’t about determining the merits of funding, only the quantity.
“For quite a while we have been spending a bit here and a bit there with things like fairy lights,” she said.
“I completely respect and understand that our CBD has been going through a reinvigoration period over the past few years, but with the mall redevelopment being completed this year I argue it is time to take stock as to whether our focus is limitless or whether we have achieved what we set out to do.”
Cr Spinks said the motion was triggered by recent shopfront improvement grants which were CBD-centric and the need for more equitable spending across the municipality.
“It is only one of the many jewels in our crown and we should not polish one at the expense of all others,” she said.
Cr Anthony Brophy supported the motion because the data would be valuable, but he was concerned at what it might be used for.
“I’m not sure what the outcome might lead to,” he said.
Cr Fern Summer spoke in favour of the motion, although she agreed that large projects funded by all three tiers of government would skew the results.
“If this is a segue into us being more equitable then it is great,” she said.
