The series, played on May 22 and 23, was set up to help pick the Victorian state women's side for 2021 and Country took bragging rights three rubbers to one in the best of five series.
Country wrapped up the result with a 64-48 win in the fifth tie, after winning rubber four by five shots (51-46) and rubber two 54-41.
City's only win came in rubber three, when it took out a 58-55 victory.
The opening rubber finished with both teams on 53 shots.
Goulburn Valley bowlers David Daws, Brad Orr, David Cartwright and Mark Ryan will have a chance to follow in Cartwright's footsteps when their City v Country bout is contested at Bendigo this weekend.
Shepparton Golf and East Shepparton have been busy in the off-season with both teams gaining the services of players from the other club.
Golf has picked up Peter Trewren from East Shepparton, joining sons Connor and Mack at the reigning Allan Matheson Shield champion.
The Eagles’ inclusions also have a family feel about them, with Wayne, John and Tim Gribble crossing from the Golfers.
Shepparton Golf's Daws, Orr, Wayne Dagger and Col Power competed in the men's fours competition on Wednesday at the Australian Championships being held at Dandenong.
Representing Victoria, the team drew with the South Australian combination 15-all in the opening match and fell short by one shot (11-12) against NSW in match two.
To make Wednesday night's final, the Victorian representatives would have needed to defeat Queensland in the final sectional clash and hope the undefeated NSW outfit beat South Australia.
Unfortunately, the team went down 9-23, meaning it finished with two losses and a draw from the three sectional matches it played.
