Mr Minns is travelling to the flood-devastated far west NSW town on Wednesday to survey the millions of native fish washed up dead on the Darling-Baaka River.
The mass fish kills were likely caused by low levels of dissolved oxygen in the water, known as hypoxic blackwater, which has been exacerbated by the extreme conditions.
The scheduled visit comes as Liberal gains in key seats have dampened Labor's hopes for a majority government as the interim cabinet took the reins of government at a small ceremony at Government House.
Labor is still stuck on 45 seats and needs two more seats to clinch an outright majority win.
The full ministry is expected to be sworn in next week once the parliament's final make-up is clear.
Mr Minns sent a pointed message to the crossbench though about his style of governance.
"If we were in minority and minor parties in the crossbench were prepared to support Labor, we are happy to accept that support," he told reporters in western Sydney.
"But we wouldn't be doing any more horsetrading or any deals, and we haven't."
At least three MPs are jostling for the Liberal leadership.
None of the prospective candidates have declared their interest but Alister Henskens, Anthony Roberts and Mark Speakman are being put forward.
No contender has yet firmed as a favourite and a vote cannot take place until election results are finalised.
New Badgerys Creek MP Tanya Davies, who held several portfolios in the Berejiklian government, intends to run to be deputy leader of the Liberals.
"I can offer the leadership and representation that the people of western Sydney and NSW more broadly demand," she said on Tuesday.
If successful, Ms Davies would replace former treasurer and moderate Matt Kean, who will not contest a leadership position.
