The documents, released by the Invasive Species Council, shows the Commonwealth government will need to stump up almost $300 million over the next four years for the eradication programme.
The funding formula, which was agreed to by agriculture ministers in July but not made public, requires states and territories to make up the other half of the $593 million four-year funding package.
Only Queensland and NSW have made public commitments in line with the cost sharing arrangement set out in the documents.
Federal Agriculture Minister Murray Watt said in July he expected up to $60 million more would be spent until June 2024 under the existing program.
Reece Pianta from the Invasive Species Council blames the shortfall on "bureaucratic delays" which she says risks the spread of the super pest across Australia.
"Governments have committed to eradication at the recent agriculture ministers' meeting, but so far, we haven't seen the money flow," Mr Pianta says.
The documents show the eradication program needs $133 million from all jurisdictions in 2023/24, as part of the four-year spend.
The invasive species council says because of insufficient funding, eradication and surveillance this year in Queensland is half of what is needed, with action confined to stopping the spread into NSW.
The agreed funding package is also less than the $3 billion recommended by an independent review of the strategy, to be spent over the next decade to wipe out the pest before the 2032 Brisbane Olympics.
"The gap is the federal government, Victoria, West Australia, South Australia, the territories and Tasmania, have not yet committed their funding," Ms Pianta said.
But a joint statement from Senator Watt and Queensland Agriculture Minister Mark Furner said state and territory ministers agreed to bring forward the remaining funding in a 10-year eradication plan to this year.
The decade-long $400 million eradication plan was agreed by all states and territories in 2017.
"This year's funding is now four times larger than was originally planned," the statement says.
"Ministers confirmed their commitment to eradication, and will now go back through their own individual budget processes to seek ongoing funding for a new response plan beyond July 2024."
Fire ants are native to South America pose a significant risk to agriculture, public health and the environment.
The pests have been in Australia since 2001 when they were found in Brisbane, but there have been several recent significant detections in southeast Queensland, including a nest found kilometres from the NSW border.
