Pegula was too good for fellow American McCartney Kessler, winning 7-5 6-2 in 84 minutes, 24 hours after beating Aussie Ajla Tomljanovic in the semis.
It was Pegula's 16th final and second of the year after her runner-up finish to compatriot Madison Keys at the Adelaide International in January.
Pegula, who converted six break points to three, moved up three spots to ninth in the Live Race Ranking, while the 25-year-old Kessler entered the Top 50 from her run to the final.
Both players will look to make a big impression at the WTA1000 Indian Wells tournament this week.
