Flanagan, who'll be on the move to a fourth NRL club in six years, joins his father Shane at the Dragons where the duo will look to assist a charge up the table.
It's the second time Flanagan has played under his father as coach, Shane giving him his debut at Cronulla in 2018.
Flanagan added playing hooker to his repertoire this season and appears a flexible depth option for the Dragons, who were "pleased" to announce his signing on Friday.
"Kyle brings great value to our squad in a number of positions," Dragons football manager Ben Haran said.
"His competitive nature, experience and knowledge of the game will benefit those around him.
"We look forward to him joining the club in November."
He's the second signing for the Dragons ahead of 2024, joining South Sydney prop Hame Sele.
Halfback Jayden Sullivan is heading out the door, having signed with the Wests Tigers.
Flanagan has played 79 games in his NRL career across stints at Cronulla, Sydney Roosters and Canterbury.
He and Shane Flanagan will be the third current father-son, coach-player combination in the NRL along with Penrith's Ivan and Nathan Cleary and Brisbane's Kevin and Billy Walters.
