Hull, 20, will replace Matthew Potts in the final Test of the Sri Lanka series, which begins on Friday at The Oval.
England are seeking to secure a 3-0 series sweep in their final home Test of the summer after Sunday's 190-run win in the second match at Lord's.
Leicestershire's Hull was also called up for the second Test following Mark Wood's thigh injury but did not play.
Hull played for the Lions in a warm-up match against Sri Lanka in August.
