Kahli Johnson, playing her final match before moving to Calgary Wild, tested Victory's defence late in the half.
In the 45th minute, Victory failed to deal with a corner and an attempted clearance from Emily Gielnik nestled in her own net.
But Victory restored their lead just two minutes into the second half.
