The brothers' only previous appearance in an England matchday 23 came against New Zealand in November, but with Ben replacing Tom in the second-half, they were not present on the field at the same time.
Coach Steve Borthwick has also named debutant winger Cadan Murley for the Dublin match.
Alex Mitchell has recovered from injury to start at five-eighth, with Marcus Smith at 10 and Fin Smith on the bench.
Maro Itoje will captain the side for the first time, having taken over from Jamie George, who is absent through injury. Luke Cowan-Dickie will start at hooker, with Theo Dan on the bench.
Despite England's struggles in attack in their November internationals, Borthwick has kept faith with his regular centre pairing of Ollie Lawrence and Henry Slade, while Freddie Steward is at fullback.
Ireland are back-to-back champions while England have finished outside the top two, winning less than half their matches, since their last title under Australian Eddie Jones in 2020.
