These plans will guide council’s actions to meet community needs, improve health and wellbeing, and create a sustainable community.
Council is working with Ninety Mile Consulting to bring this important project to life and ensure it reflects the priorities of the community.
The new Council Plan will build on past achievements in areas such as infrastructure improvements, community projects and environmental care.
It aims to make Benalla a healthier, more inclusive and sustainable place to live.
By aligning the Council Plan with the Municipal Health and Wellbeing Plan and the updated Community Vision, council says it is aiming to create a better future for all.
Community involvement plays a key role in shaping these plans, and council has set out a timeline for gathering input.
Planning started in November 2024, and from January 2025, community surveys will be launched online.
These surveys give everyone the chance to share their ideas and priorities.
Council is also forming a Community Panel, made up of a diverse group of local residents.
This panel will meet several times to discuss and refine ideas in the plan.
The draft plan will be shared with the community in May 2025 for feedback during a public exhibition period.
The process will finish in June 2025, when the final Council Plan is completed.
Cr Hearn said this was an important project for Benalla’s future.

“The Council Plan will guide what we do over the next four years to make sure we meet community priorities.
“By combining this work with the Municipal Health and Wellbeing Plan, we are putting a strong focus on the health, wellbeing and inclusivity of all residents.
“Community input is key to the success of this plan. We look forward to working with residents and organisations to create a strong and thriving future for Benalla.”
Council is encouraging everyone, from residents to community groups and service providers, to get involved.
Taking part in surveys, workshops and providing feedback will help ensure the plan reflects the ideas and needs of the entire community.
By working together, council and community aim to build a future that is fair, sustainable and full of opportunity.
