The young talent, who won the same tournament last year, finished par from two rounds and four shots ahead of his nearest challenger.
A sublime three-under first round at the Southern Golf Club (par 72) orchestrated Goodall's triumph.
The maestro sunk six birdies on the opening day, more than anyone else, as he showcased his incredible talents.
Goodall, who turned 15 earlier this month, almost claimed the overall boys’ crown against competitors two or three years older than him.
Shepparton Golf Club's junior star led the overall boys by two shots after the opening round, however, a final round 75 dropped the teenager to second.
“He was pretty happy with the win, especially going back-to-back,” Goodall's father Glenn said.
“I know he was a bit disappointed to let the overall title slip, but he was happy to claim the 16s title which was his goal heading into the event.
“He's been doing it for a while (playing against older competitors), he certainly doesn't get intimidated. And another thing is he has formed really close mates with the other boys he competes against — he has plenty of fun at these events.”
Goodall's recent performance follows his victory at last month's Victorian Country Championships, where he was crowned the youngest boys champion.
“He just keeps getting better and better which is obviously what you strive to do,” Glenn said.
“His scores have improved and if you look back to last year's Southern Junior Classic, he was eight shots better this time around.
“To do that in 12 months is a great effort and now he'll be striving to lose another eight at next year's event.”
Mooroopna's James Ralph finished tied for 14th in the boys competition with a final score of 10+.

The youngster is gearing up for next week's Victorian Junior Amateur Championships at The National Golf Club's Long Island course.
Goodall will be up against some of the best young talent in Australia in the 72-hole, four-round event.
The championships will run from January 18-21.
