From 6 pm on Friday, March 26, masks will no longer be mandatory in supermarkets and department stores, but will still be required in aged care and hospitals and on taxis, Ubers and public transport.
People will be able to have up to 100 people visit their homes per day - a surge from the previous cap of 30 people.
Public gatherings will increase from 100 to 200 people.
Restrictions on indoor non-seated entertainment venues will increase from 50 per cent to 75 per cent capacity, with the 1000-person limit remaining.
The cap on dance-floor numbers will be scrapped, subject to density rules.
Restrictions for workplaces will also be removed, with the density limit changing to one person per two square metres.
Public servants will also be required to return to the office at least three days a week.
And from Thursday night, up to 75,000 fans will be allowed at the MCG just in time for round two of the AFL on Friday night, with crowd capacity at major stadiums raised to 75 per cent.
This comes as Victoria is COVID-free for the first time since December.
The state recorded zero active cases on Tuesday, after more than 13,500 test results were received.
